Crawl rate limit referes to the maximum speed at which search engines are allowed to crawl & index the website pages. The crawling limit is set by the website owner to control the rate at which the server is being accessed by the search engine. The crawl rate can go up & down based on the two factors i.e. crawl health & limit set in search console.
